Licensing Options

There are several types of MVL program options


  • Open License Business
  • Open License Volume
  • Open Value
  • Open Value with company-wide option and Open Value Subscription (where available).
  • Select License and Enterprise Agreement
  • Software Assurance

Open License programs map to the needs of corporate, small, and medium businesses.


Open License Business:


  • Offers savings on estimated retail prices of full packaged products.
  • Can be ordered with any five licenses or one server processor license; additional orders may be for as few as one license.

Open License Volume:


  • Offers additional savings to organizations that can meet the initial license order quantities in one or more product pools (applications, systems, servers).
  • Uses product pools and points to establish the entry minimum for price levels
  • Software Assurance is available for licenses at the time of order. All Software Assurance begins at the time of order and ends when the Open License agreement term ends

Open Value:


Open Value is the most cost-effective way for small and medium-sized organizations to purchase Microsoft Software. The Open Value program is available with three options:

  • Open Value (plain, in some documents also referred to as "non-company-wide").
  • Open Value with the company-wide option.
  • Open Value Subscription.

Open Value (Non Company wide)


Open Value (NCW) provides a simplified license update process that enables customers to:

  • Place an initial purchase order for at least five Licenses with Software Assurance (SA).
  • Renew SA through Open Value until 90 days after the previous SA coverage ended.
  • Add SA to an OEM license, or to a Full Packaged Product (FPP – desktop operating systems and server products only), that was bought less than 90 days ago.
  • Perform a monthly count of installed copies and then order additional licenses if needed.
  • Pay the initial installment upon ordering the licenses, and pay subsequent installments once per annum on the anniversary of the three-year agreement ("spread payments").
  • Benefit from Software Assurance, which helps customers keep their costs low
  • Retain the licenses at the end of the third year ("perpetual licenses").

Open Value with the company-wide option


The company-wide option enhances Open Value in several ways because it allows customers who have at least five PCs to:

  • Standardize software across their qualified PCs.
  • Choose from the Small Business Platform (Windows XP Professional Upgrade, Office Small Business Edition 2003, Windows Small Business Server 2003 Client Access License – CAL) and/or from the Desktop Professional
  • Platform (Windows XP Professional Upgrade, Office Professional Enterprise Edition, Core CAL, which combines the Windows CAL, Exchange CAL, SharePoint Portal Server CAL and Systems Management Server CML).
  • Choose the company-wide option for any of the platform components from the listing above.
  • Receive savings for platform components on which they want to standardize
  • Receive additional platform savings if they choose the entire Small Business or Desktop Professional Platform.
  • Receive additional Software Assurance benefits.
  • Receive complimentary media kits for all products ordered through the Open Value agreement.

Open Value Subscription


Open Value Subscription is similar to Open Value with the company-wide option. Open Value Subscription can be more cost-effective and easier to manage because it:

  • Provides a non-perpetual license valid for the three-year agreement term (rented licenses) and hence offers substantially lower license costs throughout the duration of the agreement.
  • Offers customers platform savings if they choose the entire Small Business or Desktop Professional Platform.
  • Includes a license buy-out option at the end of the agreement term allowing customers to turn non-perpetual licenses into perpetual ones.

Select License and Enterprise Agreement Overview


  • For corporate, government, and academic customers with 250 or more desktops making a strategic decision to standardize on Microsoft software.
  • Customers are able to license Microsoft software to standardize on their choice of the Microsoft enterprise
  • Volume pricing levels for each pool of software selected (applications, systems, or servers) based on a three year software needs points forecast.
  • Select License agreements can cover 1, 2, or all 3 of the pools. MS EA is covered in 3 years.
  • Requires a purchase order as additional licenses are deployed for Select Agreement. In case of EA only a single year annual True-Up order for new platform/licenses used in a year.
  • Renewal for an additional one- or three-year term.
  • Provides a higher level of support and benefits.
  • Requires that all new license orders include Software Assurance (SA) for selected product pools.

Software Assurance


Microsoft Software Assurance (SA) helps Microsoft Volume Licensing customers manage their business at each stage of the software management lifecycle. SA is a comprehensive maintenance program which aims to maximize your customers investment by helping them:

  • Gain control of their technology strategy
  • Improve the skills of their IT staff
  • Decrease their support spending
  • Effectively plan for new software deployments
